Choose a light and dark color from the tubes and put your foreground to Gradient – Linear: 45/1

Copy your frame to the image.

Put 1 a bit to the top left and the other one a bit to the bottom right.

Activate your magic wand and click in 1 of the frames.

Add a new layer and drag it below the frame.

Flood fill with your dark color.

Add a new layer.

Copy and paste 1 of your tubes into the selection.

Deselect.

Repeat this with your other frame and second tube.

Merge the 2 frame layers and lock the merged layer.

Merge the other layers.

Unlock your frame layer.

Now you will see there’s a part of the bottom frame showing that needs to be removed.

Activate the rectangle selection tool and select that part, hit delete.

Copy and paste your other design elements and put them in a place of your liking.

I used a tube with 3 diamonds and have put 1 in the top left corner and 1 in the bottom right corner.

Merge them with the frame layer.

Add a new layer and drag it to the bottom.

Flood fill with your gradient.

Add a drop shadow to all 3 layers.

Duplicate your bottom layer until you have a total of 3.

Merge each bottom layer with 1 of the frame/tube layers, making sure the bottom layer is on the bottom.

Now you have 3 completed layers left and we want to glitter the diamonds of the tubes.

Activate the top layer.

Activate the point to point selection tool.

Make sure it is set to Add (shift) and feather 0.

Select the parts you want to glitter and sharpen twice.

Keep selected.
